NEAEE Constitution


ARTICLE I: NAME

The name of the Association is the New England Association for Employment in Education.

ARTICLE II: MISSION

The Mission of NEAEE:
  • To facilitate networking and professional development opportunities that advance the collaborative efforts of career services and school personnel in better understanding and responding to educational issues and concerns.
  • To actively support the recruitment, hiring and employment process of education professional
  • To uphold AAEE ethical standards and practices of the employment process
  • To encourage research, acknowledge the accomplishment of educators and seek involvement with other national/regional associations/groups that have similar purpose and commitment to promoting the education profession.
ARTICLE III: MEMBERSHIP

The privilege of membership in the Association is extended to each institution in the New England region that prepares or employs educational personnel

BY-LAWS

ARTICLE I: BOARD OFFICERS

Section 1: The Association officers include a president, vice president (president-elect) recording secretary, treasurer, immediate past president, school member-at-large and college member-at-large. The Executive Board can appoint a liaison to AAEE, state representatives from both the school and college sectors, and a technology coordinator.

Section 2: Preferably, the terms of the office of president will alternate between a representative of a career service office and a representative of school membership.

Section 3: Officers are elected for one-year terms at the annual meeting. Terms of office begin July 1.

Section 4: The Executive Board has administrative responsibility for all policies and practices of the organization. The President of the Association or his/her designee serves as chairperson of the Executive Board. A majority of the Association Officers represents a quorum.

Section 5: If the President should vacate his/her office, the Vice-President shall complete the unexpired term.

Section 6: The fiscal year of the organization will be July 1 through June 30.

Section 7: The president, with the approval of the Executive Board, shall appoint a replacement to complete the unexpired term of any vacated position on the Board of Regional Advisors or Association Officers.

Section 8: The President shall appoint such working committees to perform functions and studies as deemed necessary by the Executive Board.

ARTICLE II: MEETINGS

Section 1: There will be an annual meeting held at a time and place determined by the Executive Board.

Section 2: Each institution holding membership shall be entitled to one vote at the annual meeting.

Section 3: The Board will meet as required to conduct the business of the organization. The meetings will be called at the discretion of the President or at the request of a majority of the Executive Board.

Section 4: Minutes of all meetings of the Executive Board will be distributed to the Executive Board and a summary will be available upon request.

ARTICLE III: COMMUNICATIONS

Section 1: Communications to the membership shall be maintained through the Association’s website, www.spfldcol.edu/neaee

ARTICLE IV: AMENDMENTS

Section 1: Amendments to the Constitution shall be recommended by the Executive Board and voted upon by the membership by either of the following two ways:
    The members present at the Annual Meeting may vote, provided that all members have been advised in writing of the proposed amendment at least 30 days prior to the Annual Meeting. Two thirds of the votes cast shall be required for passage

    -OR:

    The membership may be polled by mail. Two thirds of the votes returned shall be required to make passage, provided that at least 50% of the members shall have voted in writing
Section 2: The results of the voting shall be recorded by the Secretary and reported to the Executive Board at its next meeting. The amendments approved shall become effective upon adoption at the annual meeting.

ARTICLE V: RELATIONSHIP TO THE NATIONAL ORGANIZATION

Section 1: The President or his/her designee from the Executive Board shall serve as the liaison representative to the American Association for Employment in Education.

Dues to be determined by the Executive Board

Section 2: Honorary membership may be awarded to persons that have at least five years of membership in NEACSUS/NEAEE and who have distinguished themselves in the work of NEACSUS and/or NEAEE. The Executive Board is empowered to do this based on a recommendation from a member. Honorary members shall enjoy all the privileges of membership, and serving on committees and shall be exempt from annual dues. Honorary members may not serve as officers or on the Executive Board. An honorary member who returns to active school, college or university employment will return to active membership status.
